This position is within the Ethics and Compliance’s Global Trade Compliance team in the legal department of Western Digital and reports to the Sr. Manager of Global Trade Compliance.

This person will be responsible for assisting the Global Trade Compliance team in the development and implementation of the company’s Import and Export Compliance Program & Roadmap relating to U.S. and foreign laws and regulations, with an emphasis on export compliance. These laws and regulations include the Export Administration Regulations (EAR) and various sanctions and embargo regulations promulgated by the Office of Foreign Assets Control (OFAC).  This person must have the ability to thrive in a dynamic environment involving frequent interaction with colleagues within Trade Operations, Logistics, Procurement, Marketing and Sales, Engineering, and other functions and be able to communicate effectively, both oral and written.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Facilitate and ensure compliance with the EAR and other trade regulations.
  • Meet with product development teams to understand and research developing technologies and products for the purpose of export classifications and license determinations.
  • Research and classify software, hardware, and technology and draft classification requests and/or applications for licenses to relevant government agencies.
  • Maintain and update product classification forms, license logs, and product classification logs.
  • Provide guidance to the Trade Operations teams as needed for export and import issues, including ECCN and HTS classifications at the family level.
  • Work with HR and Trade Operations to review foreign national candidates and submit export license applications to the Department of Commerce.
  • Develop and execute Export Compliance Awareness trainings.
  • Maintain export compliance records in compliance with the company’s record retention policy.
  • Collaborate with various business functions (tax, legal, engineering, NPI, Supply Chain, Marketing and Sales) to understand needs and build integrated, upstream and forward-looking trade compliance processes.
  • Perform self-classifications of products and coordinate with suppliers on third-party classifications.
  • Lead or participate in projects to enhance trade compliance efficiency and value contribution. 
  • Collaborate with the GTC team on company-wide policies and procedures to ensure compliance with US and foreign import and export regulations. 
  • Contribute to updates for compliance manual, processes, work instructions, and other requirements as needed.
  • Contribute to the development of compliance roadmap and strategic planning. 
  • Assist with development and maintenance of screening solutions to support Trade Compliance operations.
  • Create, drive completion of and maintain Trade Compliance business requirements documents such as data reports, flow charts, product data analysis, forms and compiling data for analysis per region as needed.
  • Support Trade Operations and IT teams on the development and maintenance of Trade Compliance requirements in the company’s ERP systems.
  • Conduct Analysis on product reports, trade compliance data reports and compiling data for analysis per region.
QUALIFICATIONS AND SKILLS:
  • 5+ years of working experience in export compliance function
  • Solid knowledge of EAR, classification (hardware and software), and controls, especially Categories 3 and 5 of the EAR.
  • Knowledge of Treasury/OFAC Sanction Regulations and controls preferred
  • Knowledge of export regulations of other countries is a plus
  • Experience with automated Trade Compliance high volume screening solutions/tools (e.g., MK Denial, Descartes)
  • Experience with Oracle Global Trade Management (GTM) Cloud (preferred) and/or SAP trade module and system.
  • Expertise in MS Word, Excel, PowerPoint, Visio, Microsoft Teams, Box, Microsoft Outlook
  • Experience working, managing and driving multi-functional projects to completion
  • Bachelor degree in international business, international relations, international trade, or a related degree and/or relevant experience
  • Excellent and effective written and verbal communication skills
  • Ability to work cross-functionally and collaboratively
  • Flexible, hardworking team player and motivator including strong people skills
  • Action- and results-oriented
  • Ability to quickly adjust priorities to meet business needs
  • Attention to detail, critical thinking, excellent problem solving and analysis skills
  • Solid experience understanding NPI stages and understanding technical classification
  • Willingness to roll up sleeves to get things done as required
  • Experience working with engineering teams, R&D teams and product development systems (e.g. Agile)
  • Working knowledge of Encryption and Mass Market classification determinations.
  • Working knowledge of creating and maintaining documentation of Export Compliance policies, controls and processes.
  • Ideal candidate will be able to work independently with little supervision.
  • Ability to make good decisions based on sound judgement.
